Combine all ingredients, and mix well.
Melt butter. Saute garlic a little. Blend in flour and milk, and simmer until thick. Add remaining ingredients, and stir & simmer a little longer.
Pour a little tomato juice into 9x13 pan. Stuff uncooked manicotti shells, laying them into pan. Cover with sauce. Bake at 350F for 30-40 minutes.
